Having difficulty with editing messages (I think because I'm using IE7 beta).
I wanted to add that in mt case the perflib_perfdata_xxx.dat file in my \temp folder is generated by office.exe. It is a hex file in this case.

There isn't really any one app. .dat files contain data required by whatever app generates them. There is no specific file format for dat files, sometimes they are simple text files (in which case you could open them in Notepad), other times hex, sometimes binary.

See DAT extension

I use quickview plus, which can view most files. However usually the content of dat files is not very illuminating...

If you want to know what is generating a particulasr .dat file, you could use unlocker (that is really meant as a way of unlocking files that 'are in use' so you can delete them if necessary (usually to clean out virus etc.)
