Power Options not working
I have my Power Options set to turn off both the monitor and the hard disk after 15 minutes; however, neither is powering off after that time limit. I have tried to reset to never turn off, then I restarted the computer and once again changed the power option back to 15 minutes. The only program that I had installed prior to this happening was to install the Mc Afee Antivirus that is now available through Comcast.
Any advice would be appreciated.

I would recommend that you just go ahead and turn off all the Windows power saving features. Those features were written for portable systems where power consumption is necessary. However desktop systems have their own features built in so using the Windows features can cause problems.

I won't disagree with MichaelC, as modern PC's don't really save much power by using those features.
However, if you have it set and it's not working, turn off any screensaver (another hold over from the "old days" that is no longer needed with color monitors). And, remember any activity can cause the system to not power off devices.
