Hi Mike
You need to edit out your service tag number or Dell will delete your post
tag does not mean your service tag ! 
Edit is under the options button upper right.

When I said "Frozen" I meant that you can not to anything on the bottom task bar.  Right clicking yields no response.  I just noticed that if Windows explorer happens to shut itself down, that the problem is then solved (so strange).

More detail other than "frozen" would be nice.
 
Did you right click on the taskbar and Uncheck    "lock the taskbar"  ??

not entirely sure what the problem is.

have you tried turning off all startup programs/items and turning them back on one y one to see if you can single out the culprit? it could be a software or hardware conflict causing the problem, too... but that's just a guess.

what are the specs of your system? if it was purchased within the last year, it is far from being a slow computer.

Have you installed Wndows Live? Some component of this group of programs causes Windows explorer to shut down when most any icon is clicked, and might cause the Taskbar problem.
