Problem with Recovery and Restore USB Key

Question

HI All, Just had a new Optiplex 5040 repaired with new HD and motherboard.  HD was blank with no factory image installed.  When using the Dell OS recovery and restore usb key it loads into the recovery and restore screen then a popup says to pull the key, turn off computer, put key back in then restart.  This is a constant loop and never gets to the reinstal os screen.  Any suggestions?

Hello....I'm having the same problem. Replaced hard drive on Del AIO 2330...purchased the restore USB key for Windows 7 and get stuck in the loop described above.....please help!!!

Yes, Windows 7 was the original platform installed at the time of purchase.....
