Problem with TABCTL#@.OCX

I am trying to install Golf Software that they claim works in Vista.  I have reinstalled and installed this software several times and continue to get the following:
 
Run-time error '339'
Component TABCTL32.OCX or one of its dependencies not correctly registered: a file is missing or invalid.
 
I know of one other Vista user where the program did install.
 
Is it possible that I will need to do a restore of Vista to resolve the problem

When you run the installer for that Game, right click on the setup.exe and choose "run as administrator"

I am having trouble with a download of a PSB Test.  It says "Component TABCTL32.OCX or one of its dependencies not correctly registered: a file is missing or invalid."   I can't get the program to run.  Any suggestions?
