File agent is a rootlet file that is not needed.  See this:
Description: File PhotoshopElementsFileAgent.exe is located in a subfolder of "C:\Program Files" or sometimes in a subfolder of C:\ or in a subfolder of the "My Files" folder (mainly C:\Program Files\Adobe\Photoshop Elements ). There is no file information. The program is not visible. It is not a Windows core file. Program can be removed using the control panel Add\Remove programs applet. Therefore the technical security rating is 46% dangerous, because.some malware installs on the agent.  If you don't mind using free adobe photo album, you can do without it.
 
I gather it is used to help make a photoalbum.  You might be able to turn it off inside Photshop Elements.  Try the help function.

No, you're not doing anything wrong. Right Click on your taskbar and select Task Manager. When this opens, click on the "Process" tab. Click on the "Image Name" header to arrange the contents in alphabetical order. Find "PhotoshopElementsFileAgent.exe" in the list, highlight it (click once) and then click on the End Process button.

I have same system/same problem. When I look in task manager I can not find anything that looks like Photoshop Elements fileagent.exe Or any part of it.

I don't understand "look in program files" I looked under each column in task manager, looked under view and tryed all optional columns. I looked under add/remove programs, under all programs. I looked in task manager for adobe, photoshop, fileagent.exe nothing close. I went to Adobe Elements and turned off update for photoshop elements.

       The processes on task manager are not as easy to read in Vista as XP but I don't see it.

       I also looked at startup programs, nothing.

Look here:  My computer, C drive, Program files.  Also try using search.  Set it to find all files including hidden ones.
