I tried reinstalling it but, the same thing keeps happening. I even went to the java web site and it wouldn't work.I'm trying to install java through a game that requires it to play and includes it in the installation.

See if this helps. I suspect it might not solve the problem, as the Java Runtime Environment is not a 16-bit application.
You may have simply received a corrupted download of the JRE. I'd recommend downloading it again and retrying the installation.
