Psapi Linking Problems
Ok I Need Help Getting One Of My Programs To Run ... It Has An Error That Pops Up Everytime I Try To Load It ... It Says " The PSAPI.DLL file is linked to missing export NTDLL.DLL:wcslen. " Ok A Few Other Things That Might Help Is ... My Computer Is Only A Windows 98 Second Edition ... Before I Got This Program I Downloaded A Different One Just Like It , The Earlier Program Said I Was Missing Psapi.dll So I Went Online And Downloaded A Newer Version Of It And I Put It In My System Folder ... It Still Didn't Recognize That I Had It In There ... Then I Gave Up On That Program And Downloaded This Newer One ... From Here Is Where It Said I Was MIssing That NTDLL.DLL:wcslen ... So I Noticed From There That It Found The Psapi.dll File ... I Downloaded A NTDLL.DLL File Online And Was Going To Put It In My System Folder But There Was A File That Was There To Begin With The Same Name So I Didn't Erase It ... I Was Wondering How Can I Fix That Error So That My Program Runs ... Also Would Upgrading My Computer Fix The Problem Because It Might Already Have All The Things Needed That Were Missing To Run It ... Also Is There A Link That I Could Download A Upgrade To My Computer Without Buying The CD For It ???

To upgrade your operating system from Windows (something else) to Windows XP, you must purchase the Windows XP operating system on a CD. It cannot legally be downloaded.
Also, I don't know about your system, but your practice of beginning every word with a capital letter is messing up my system something fierce. It's exceptionally difficult to make any sense of what you're trying to say with punctuation like that.
