Quick ? re formatting hard drive
can anyone advise as to steps as to how to wipe out my hard drive. I have all files backed up and will reinstall desired programs but have a # of issues that I feel taking this drastic step will resolve...thx

Use XP CD & delete existing partition during XP install.
Use this link for Clean Install of XP , if you click on Pictures they Expand for easy view
