I do not know which dell notebook you are using. I have Vostro 3550 and I faced same problem. Installing of "Dell QuickSet" driver solved my problem. You can try installing the driver from below link..

Re-install Dell Quickset Driver.

Ya "Dell Quickset" helps.

Instant launch stopped working after I updated to Windows 8.

After re-installing Dell Quickset driver its working again.
