Recovering the recovery partition

When reinstalling windows xp you must press ctrl + F11 at the boot screen to activate a Pc restore.
when i press ctrl + F11 at the dell screen i do go to the pc restore process, however, it says "cannot restore."  I believe this is because i deleted the partition needed for the process, how do i restore this partition?
I already know how to recover the PC restore process, would this restore the partition? or is there another way i can recover my recovery partition

If you deleted the partition containing the image, clearly the process won't work.  The image cannot be restored to the computer, so if you deleted it then your only option is to reinstall Windows from the Windows CD.

Installing WindowsXP again disables PC restore. but re-installing WindowsXP is almost the same
