Registry File missing... Lodctr /r

I tried installing a program called Three Degress, but right when it was about to finish installing it said a registry file was missing and it can't instal.  I looked in my event viewer and it said that I should run "Lodctr /r" in a command prompt.  I went to the windows website to get more info on Lodctr /r and it had a caution, saying that it will overwrite all Performance counter settings.  Does anyone know if this will mess up my computer?  Can someone help me decide wheather or not I should run "Lodctr /r"?
