Assuming a Windows Vista Business OEM License you can use the Dell Windows XP Pro Reinstallation CD as it'll activate using OEM SLP.
Neither Windows Vista or Windows XP Reinstallation are advisable as both Operating Systems are at End of Life. Moreover a Windows 10 license is probably not worth the value of the hardware. You missed the 10130 Insider Upgrade path...
You can also install Linux (forget Media Direct if you do so) such as Fedora, Mint or Ubuntu for free.
For Windows XP in most cases you had to use Media Direct to setup partitions and then install Windows XP and then install the Media Direct Application after driver installation. See my legacy guides here:
