Assuming you already have a Windows 7 Product Key/license, you can download a Retail DVD ISO of Windows 7, burn it to DVD, and install with that, but you will probably have to activate via phone activation.

For guidance on the installation follow my wiki A Clean Install of Windows 7. You can use the links provided above to download Windows 7 .iso or the ones in my wiki Windows 7 Official .iso Downloads which will supply you with some additional information on how to make a bootable USB Stick or DVD. If using the .isos select the same version e.g. Home Premium, 32 bit and 64 bit are interchangeable but I recommend going for the 64 bit if your system is capable. Again to stress the above you need the 25 digit product key on your COA (I am aware that many get faded so take a note of it) and will have to activate via phone. The Dell Windows 7 Reinstallation DVD however will unlock via a Dell BIOs and no activation is necessary.
