Server Refuses to connect (ftp)

I have recently (after installing service pack 2) been plagued with an inability to access ftp sites, my own with password/usr name or any of the anonymous access sites. I have tried several ftp programs, SmartFTP, WS-FTP, etc. and ie 6. IE6 tells me that the file/folder is unavailable and suggests that I should check all spellings etc, this despite the fact that all are correct. The FTP programs tell me that the server has actively refused the connection.
I have disabled XP's firewall completely. Macaffee has been set to give all programs used permission to access the internet and pass data.
 
I had full connectivity prior to XP service pack 2 Installation. Can any one help???

Try changing the settings in Internet Options, Advanced tab. Check Enable folder view for FTP and Use passive FTP. Look at all the settings there. Your Security settings might need tweaking, too.

Thanks for that Mary, but the advanced settings are already made, i.e. passive FTP enabled, folder view enabled, meduim security setting on IE options. This was reset after doing various tweaks with no success.. in fact I am at a loss as what to do next. I would be happy to recieve any more advice.
