Do you receive a specific error message when installing the game?  I did a quick google search and it seems there are tons of people out there running Sims 2 with Service Pack 2 (which would make sense).  I can't think of anything SP2 does that would prevent an installation, so I'm sure the problem can be resolved.
 
Also if you could post your system and specs that'd be great (i.e. model type, processor type and speed, amount of ram, and video card type and ram)

I have Sims2 and XP SP2.  The game runs fine, no problems.  I did have Sims2 installed before upgrading to SP2 though.
 
If you can, post the full error message that you're getting, and hopefully someone can help figure out the problem.

i too installed sims 2 on our dell 4600 running xp2.the install went fine christmas day and my daughter has been playing it with no problems until last night.she came to me and stated the computer was acting goofy.the monitor screen was blue,the games music was playing but no responce from the mouse.i shut the system down using the on/off button.when i started the computer back up a message said the computer was recovering from a major event{or something like that).when i logged back on using my daughters account the screen resolution was wrong.all the icons were huge.i reset the resolution and now everything seems ok.any ideas?

My system is Windows XP Home, Dell Dimension 4600i, Processor: Intel Pentium 4CPU 2.8 GHz 254 MB RAM 172 MB used 454 MB available, Direct X 9.0c Display NVIDEA GeForceFX5200 128 MB 1152x864 version 6.14.0010.6693 DDI version:9.  On the first install the message I received was "D:Support The Sims2 code.exe %1 is not a valid Win 32 application".  EA games told me SP2 was incompatible with the game.  I uninstalled SP2 according to Dell recommendations.  Then the computer stuck at 49% installation "TS Data\Control\control2.dat".  Game never installed.  Then today the first error message was "error executing D:\support\ereg.exe only part of a read/processor memory or writeprocessmemory request was completed".  The computer continued installing until 71% "A problem occurred when trying to transfer file TSData\Res\Catalog\Bins\globalcatbin.bundle package from the media".  I received a message asking if I wanted to retry or cancel the installation.  I pushed retry until 100%...then the game NEVER installed.  It also never asked for the 4th disk.  I have now reinstalled SP2 because the integrity of my system takes precedence over a Sims 2 game.  Incidentally the game installed fine on my husband's laptop.  Any ideas much appreciated.

How much stuff is currently installed on your PC?  Is reinstalling Windows from scratch an option you would consider?  That's really the only way to be certain.

Have you asked EA if they have a solution, since they claim that SP2 is conflicting with the install?  With SP2 being pre-installed on PC's now, I can't imagine any software company would have software unable to be installed on it.  If SP2 were the issue, there would need to be a large number of people encountering this issue.  I know I'm running SP2 with the Sims2 though, so something seems off in that excuse by EA.

BTW: Just out of curiosity, is SP2 running on your husband's laptop?

The computer doctor came to my house today and advised to return the disks to Best Buy.  He cleaned up the disk and got rid of a great deal of temporary files.  Best Buy gave me another Sims 2 game and it is working fine.  My husband's laptop does not have SP2. I am convinced EA Games was unprofessional and incorrect when they determined that SP2 and Sims 2 were incompatible.  They basically washed their hands of the problem and recommended I contact Microsoft (the big black hole) or Dell.  Dell told me how to uninstall SP 2.  Interesting that the new set of disks run fine even though SP2 was recently re-installed.  My local Best Buy was very understanding.

Hello.  I just wanted to say that the same exact thing happened to me and I just went out and bought a brand new computer.  If anyone has this problem figured out, please let me know as well.  It would be greatly appreciated!
