It's a sequence to get to a command prompt as we once had with the PC Disk Operating System (DOS).  All I see it used for these days is to execute the "ipconfig" command to examine the network setup, release the ip address that has been assigned to the computer, and renew the ip address.  For more detail you should use a search engine for DOS commands.  There are a number that won't work on a Win XP platform but I can't remember what they are.

Open XP's Help and Support and enter command-line as the search term. One of the links that will appear is "Command-line reference A-Z." Click on that an you can see all the commands available (and there are a LOT of them).
