Stop C000218 error on Windows MCE - Start r Console without CD?

My Dimension 9100 just started getting the "Stop C000218 Registry File Failure error" after a power failure. The system passes the Dell diagnostics tests, but now I need to start the recovery console to copy over the bad resgistry files.  Unfortunately this computer didn't come with an actual WIndows MCE disk, and I don't know how to start the recovery console without it.

 

Am I out of luck, or is there a way to recover this? (short of buying Windows MCE retail) The system only came with a CD-shaped piece of cardboard that says I don't need the WIndows CD, but since I can't boot the computer at all, I beg to differ.

 

Any ideas? I have the WIndows XP home edition CD from an earlier computer, but I'm not sure it will work to restore MCE.  (And, I can't seem to get the computer to boot from that CD anyway.)
