When you reinstalled Windows, did you make sure to get your chipset drivers installed first thing after the operating system? Also make sure you've installed Service Pack 2 and all Critical Updates. This error message more than likely has absolutely nothing to do with what a site does or does not require you to download.
that error seems to be common on newer dells.. hopefully, it will only rarely occur on your computer..
i don't know what causes it..
something that might help would be to use the latest chipset driver for your computer from the intel website (they might have the same one in dell downloads, in dell support)..
if you have an integrated intel network card, you could also get the latest driver for it from the intel website..
