System will not start after DirectX 9b install on fresh XP Pro

I have wiped my system of the Windows Me garbage and installed XP pro. All I have added are the Dell drivers:

• Intel 815 INF Update Utility - 5.1.1.1002
• ATI Mobility 3 / Mobility 4, v.M6.77-021118a-7010C, A03
• Synaptics Touchpad, v.7.2.12.4 , A09
• ESS Maestro 3i (Audio Only), v. 5.12.01.1174, A14
• Actiontec V.90/NIC MPCI Combo, v. XP_new-diag, A01

I installed WinZip 9 Then installed DirectX 9b redist. version. Then the system restarted and has not come back. The system turns on as does the LCD
but only to black screen.

I have removed the batteries and harddrive and power - turned on; replaced HD, Battery, connect power and still nothing.
I inserted Diagnostic/Driver CD and diagnostic utils did not run.
I do not know what else to do.

Any suggestions?

Inspiron 8000 - 256MB - 40GB HD - ATI M4 - P3 850
