Unable to access Control Panel options and other related issues :(

Unable to access Control Panel functions.  I also tried to change my Time on Menu Bar by Right click.  This brought up small menu, selected Adjust Date/Time, but nothing happens.   I am guessing this and the Control Panel selection problems are related.  Some progams won't open when double-clicked either.     Any help???    Thanks.

Use Windows Explorer and go to C:\Windows\system32 and locate control.exe in the right pane and open it. Did it bring up the control panel?

Ok. First go to Start ☞  Search   For files or Folders   AllFiles...........
and type in control.exe. Then post back where it was found.

Could not find   Control.exe, but did find CONTROL.     Double clicked, left click, right click.......nothing.

2 found,    both named Control,  1st in:       C:\I386          the 2nd in:        C:\WINDOW\SYSTEM32

If the one in C:\Windows\system32 didn't open then that one is probably corrupt or the associated *.cpl's are corrupt. Do another search for *.cpl and when you find them in C:\windows\system32 , open each one, one at a time (only the ones in  C:\windows\system32). They should all open their associated programs. If one (or more) fails then that is the problem. Post back with the results.

Had 4 .cpl's fail to open.

netsetup

irprops

igfxcpl

bthprops

I was able to open the Date/Time and update for DST, so that is a minor victory for the evening!
What do I need to do now or what do these 4 items above do?

It seems that at least two of those are related to Bluetooth (which I don't have). Try uninstalling Bluetooth and reinstall if possible. Don't do it if you can't re-install Bluetooth  without any problems.
 
I have possible fixes for two of the failed .cpl's but will wait for the Bluetooth fix first.
