Uninstalling Paint.Net

A while back I installed paint.net,  now I want to uninstall it using the add/remove programs and it won't uninstall.  It says a file is missing.  This file is:  PaintDotNet_2_0(1).msi.  I did a search for this file and there is nothing on the computer.  Evidently, the program never installed right to start with.  We have never tried using the program so we didn't know this.  I just want this off the computer.  It is messing up our MSN messenger.  When we try to IM someone, the paint.net comes on and tries to install and we have to keep hitting cancel until it stops.  After that we can use messenger.  Can you help in any way?  We would really appreciate it.  I thought of going in the program files and deleting all the files.  Would this be a fix?
 
I was finally able to fix the problem and get Paint.net uninstalled.  Thanks everyone for all your help and suggestions.  That is one program I will never install again.

Is that the PAINT.NET affliated w/ Washington State University? I would suggest looking in the file folder and see if it has an un-install option. Or, re-download and then try to remove from ADD/REMOVE programs. Why this would mess up MSN Messenger, I have no idea. Good Luck...

I did try and reinstall it, but it won't reinstall.  Keeps saying a file is missing.  I think it is the one from Washington state.  I will look for an unistall file again.  I don't think there was one in there.
