When closing a window or a program- new and strange look.
Just about 4-5 days ago this began: when I close a window, instead of it just disappearing, it seems like it has been divided into 4-5 segments horizontally . Each segment closes individually, top to bottom. It's just OFF OFF OFF OFF OFF in about two seconds, always top to bottom. Any size image, in pieces, top to bottom. What happened?
I have run every utility I have trying to clean out some malware or bad registry setting. Nothing works.

Have you checked in Device Manager to see if any driver issues (“yellow” bangs)?
If no driver problems then:
What with recent icon size & Windows System Restore problems & now closing Window issue, it could all be Malware related?
If you suspect Malware infection, choices are:
1. Create a new post in the Malware Removal Forum, click here & let the experts help
2. Use Dell PC Restore, step-by-step procedure, click here
3. Do a Windows Clean install, step-by-step procedure, click here
As a precaution, if not already done, backup All personal data to external media (flash drive or CDs etc)
If problem is Malware related then scan external media (containing personal data) before reinstalling any data
