Windiff wont run, getting GUtils.dll not found

Im trying to compare 2 reg files,  Im trying to use Windiff to compare them both but when I go to extract windiff.exe to be able to use the program, it extract and when I go to run it im getting an error "this application has failed to start because GUtils.dll was not found, re-installing the application may fix the problem"  I have no idea how to re-install it
