Dell posts drivers only for those configurations that have been tested at Dell. The Inspiron 6400 was not even on the drawing boards when Windows 98 was made obsolete by later operating systems. You may be able to get drivers for some of the devices by searching the site of the vendor for the device. There is also a possibility that a device on the 6400 was also used in an earlier model Dell, in which case you might be able to use a driver from that model. Most likely, however, you are going to get what you've already got. I'm surprised Windows 98 even loads on that machine.
You have a better shot with Windows 2K since it is the immediate ancestor of Windows XP. Some of the Windows XP drivers may actually work with Win 2K. You aren't likely to find any Win 2K labeled drivers, though.
