Windows 98 shut down problem

I have an old computer Im working on. P2 450mhz. I installed a different hard drive and did a clean install of 98. Everything appears to work fine until shutting down. It gives the windows icon and states windows shutting down. At that point it just stays and never cuts off. Hitting the power button does not cut the computer off, you have to unplug the unit.
 
Sometimes on boot up it will state windows detects problem need to restart computer. This only occurs very occasionally.
 
Any idea?

Believe it or not windows update still works for W98 and W95
 
W95 is a little bit obscured, but you can still get the updates if you choose the correct link.
 
No longer supporting just means that they are not releasing any New patches or upgrades, all the old ones are still available.

This was a known problem with Win98. MS had a patch, but since official support for Win98 ended in 2006, it is no longer available from MS. You can get it from PCWorld however.
