If the windows shows in the Taskbar as well use Task Manager (Ctrl+Alt+Delete press keys together) , select "Applications" tab & select Task  if shown , right click & select "Go to process".
This will show the name of program causing the window.

If not shown , try right click on window & select "Properties" , this show some relevant info.

It doesn't show up in the taskbar at all.  It quits because there is an error message as follows:  Internal error 2718.{62329568-19B5-43CF-9524-3EE4DD709D01}.  When I right click on the window that opens, nothing happens.  Thanks for the try, but this is not a simple solution, I'm afraid.

It appears that you still have a few things left in the registry, that are causing problems.  I found this post

http://forums.anandtech.com/messageview.cfm?catid=32&threadid=1245309 in which the last post in the thread mentions:

"Detection of product '{62329568-19B5-43CF-9524-3EE4DD709D01}', feature 'PuB', component '{20CF8026-5B80-4639-88D5-BC8A5FEF2014}' failed. The resource 'C:\Program Files\EarthLink TotalAccess\PnEL.dll' does not exist"

So it would seem that you might be able to delete those two keys to see if that offers any respite.

You could try a registry Search for   earthlink by using "Run" & type
regedit
press the "Enter" key

Click "Edit" button , select "Find ..."
type   earthlink
Only tick the "Look at" boxes
click  "Find Next"

If HKEY is found Delete it & press F3 to continue Search.

Appreciate the help, but none of the keys listed in your emails exist in my registry.  Do you think I could reinstall Earthlink Total Access and then try uninstalling it again?  I am reluctant to do that, because Earthlink has done nothing but totally hose my system since day 1.

Thank you Gary, but Earthlink is clueless!  Or haven't I made that clear?  I will have to find a way to get rid of this annoyance without their assistance!

Sorry I forgot.
Since Total Access has the POP-UP blocker did you remove Total Access from "Add or Remove Programs" , if it is listed.
You could also try to re-install Total Access if it can be done without re-installing Earthlink & let Windows configure POP-UP blocker.
Don't know as don't have Earthlink.

The newest version of Earthlink is Total Access 2004.  It would not uninstall from "Add/Remove" Programs, which is what began this pitiful saga.  Pop-up blocker comes packaged with Total Access.  I have read where it absolutely takes over one's computer.  ARRRGGGHHH!

I have never gotten a  resolution to this problem.  I saw on another site where a person had the same exact problem.  Here is his post.  Unfortunately there are no responses.

Earthlink Uninstall Problem

.After cancelling my earthlink internet access, I went to add/remove programs to rid my system of their 275mb buggy software--but their uninstaller failed.....so I tried to remove all references from program files and the registry.....What I am left with now is an annoying pop up which states "windows installer is preparing to install- earthlink pop-up blocker"; then an error message #2718 - these both will appear 2-3 times while trying to delete---this occurs at startup, when opening msie, my computer, others.......it can be stopped by disabling allow 3rd party plug ins in ie tools but this stops other wanted activity as well....................Do you have any helpful ideas? The operating system is windows xp professional.

Thanks;

It's pretty pathetic that one program can cause such problems and no one seems to have a fix.  Can anyone here guide me?
