See if you can log on as Administrator and go into User Accounts and see what's going on with your regular account.

Log on to Windows in Safe Mode. At the Welcome screen press Ctrl-Alt-Delete twice. At the sign-in screen enter Administrator and leave the password blank. If you are not able to log on using a blank password, the program here can set it to blank.

Once you are logged on as system administrator you can go to Start|Control Panel|User Accounts and remove or reset the password on your named administrator account.

Not able to log on as Admin & not able to access Start. Unsure as to how to access the registry files to reset/unlock the passwords. Should I reboot with the Windows XP CD?  Thanks.

If you are proposing reinstalling XP that will surely correct the problem. I don't know whether a repair reinstall would do so or not (but I doubt it).
