Windows Security Center not available?

When I open Windows Security Center the window has the following statement: "Security Center not available because the Security Center was not started or stopped. Close this window, restart the computer (or start the Security Center service), then open Security Center again".  I've restarted, and even done a system recover back a week, but the Center is still not available. How do I turn on the Security Center. Guidance will be greatly appreciated.
