Windows Update fails and now, Dell System Detect fails
This is a Vostro 220, Windows 7 (x32) Home Premium.

Start, control panel, programs and features, Dell System Detect, uninstall.
Restart your computer.
If you did not fix the Windows Update issue, then try Windows Updates fail to install
Once this is fixed, then Dell System Detect is used when you run Dell Hardware Diagnostics( Windows 7/8)

Thanks, Rick K. Here's the update, so far...
Still working through this issue, but the symptom changed after I did the following, as you advised ...

UPDATE:
There has been no change in symptom from trying either of two methods on how to Repair windows updates, as provided in the Windows Updates fail to install article

2) Reset and Re-Register windows update components.
Using the above article did not help resolve the original problem with Windows Update.
So I turned to the second of two articles for Windows 7 which guided me through removing group policies via the System Registry, which was the solution provided by Microsoft for another user struggling with this issue. But after following that advice and restarting windows, the symptom is unchanged.
My issue continues. When I run Windows Updates I get Windows Update Client error eventid 25, "Windows Update failed to check for updates with error 0x80096001".
Any further advice you have will be greatly appreciated !
So I decided to use the command window and use SFC /SCANNOW, as is advised in Microsoft article KB929823.
As a result, it appears that I need to replace a few corrupt operating system files, if I'm correctly reading the CBS.log file. The end-game in this case is that I need a "... known good copy of the [corrupt] system file from another computer that is running the same version of Windows with your computer."
As I have access to no other computer also running Windows 7 Home Premium, if I am to follow-up on the above advice, I will need Resource CD/s or steps to get the files from the Recovery Partition--assuming that's possible.
FYI: The files marked corrupt are; C:\Windows\Boot\DVD\PCAT\BCD and C:\Windows\System32\tcpmon.ini

Corrupt Windows files are almost a sign that if you cannot run sfc /scannow, then you need to reinstall the operating system.
Best advice is to make copies of files and folders that you cannot afford to lose. I would also get my product key using Belarc Advisor
Then if you did not do so, Windows 7 - IMPORTANT Windows 7 Backup Disks to create
If making the disks fails, if you live in the United States, Request Backup Disks USA if in another Country, contact Dell Tech Support in your Country.
