Ok and thank you, but how do I do this? Paint doesn't come up on the remove programs menu and I would just want to remove and reinstall paint, nothing else. I have a new Dell Dimension E510 w/ Windows XP Home Edition.
Windows will do it for you. Go to Start|Control Panel|Add or Remove Programs|Add/Remove Windows Components|Accessories and Utilities|Accessories. Uncheck Paint and restart the computer. After it finishes booting up go back to Accessories and check Paint again. When you OK out you will be prompted to insert your XP disk and Paint will be installed.
Ok, I now have the Windows XP Media Center installation disc from Dell. Trouble is what now?? I need to get rid of old paint.exe from system32 files and install new paint.exe from CD. How in the world do I do that w/o messing up my whole Windows installation? I don't want the CD to auto copy over everything I have already, just install that one exe file!!! Give a girl a helping hand?!

Yes, but you need an XP reinstallation CD to do so. Contact Dell at one of the links in this post and request an XP reinstallation CD.

Have you tried checking the attributes of the "area"? Image > Attributes
Or pasting your screen captures directly anyway?
Not sure if reinstalling it will help but it's worth a try. If you do need a setup CD, you can order one (provided still in warranty):

Free alternative: Paint.NET - it's what Paint could become if the Redmond folks were to redevelop it.

Click on Add/Remove Windows Components button on Add/Remove Programs
Paint is located in Accessories and Utilities > Accessories
Be sure to have your Windows setup CD ready when you reinstall
