Windows installation boot loop

I restarted my Dell Inspiron 15 7000 (7548) because it wasn't efficient. I chose to wipe my drive. It's been 9 hours the computer is Installing Windows at 64%, but it's in a restart loop. I can't hold the power button to force a restart. I have no error code. It says "installing features and drivers" but is configuring at 0%.

I spent 1500 bucks on this laptop and it became extremely inefficiently after a year, laggy video and terrible mousepad especially for the price. Also, I can't access command prompt via shift+f10. Please help, I want this to be a good investment.
