Windows installer not properly installed error when trying to download itunes8

Question

Help!  I have been trying for days to download itunes 8 on our new Dell inspiron 530 with Vista 64 bit.  I keep getting error that Installer encountered errors before I tunes could be configured.  Windows installer could not be accessed.  Windows running in safe mode or windows installer not properly installed.  I am not running in safe mode so must be windows installer.  I have seen other posts on this but never an answer.  I would truly appreciate any help with this problem.
