If you had looked up the link, you would have seen that the advice was to install Windows installer 3.1 (v2).
The Windows installer cleanup utility serves a completely different purpose. It is to be used if, trying to reinstall an app, or uninstall it through add/remove, you get an error message, because the install/uninstall information in the registry is corrupted. Using the cleanup utility you can remove those bad entries, which allows you to reinstall an app, so that the install/uninstall info gets rewritten correctly, after which uninstall through add/remove will function again.

No it will not. The Windows Installer cleanup utility does not uninstall anything. It just deletes some entries in the registry, as I explained earlier.
