Open Regional and Language Options control panel. Change the settings on every tab to the correct location and flavor of English. On the Languages tab, you have to click Details button. Set the location at the top. Then look in the box under Keyboard. If your keyboard isn't listed, click Add. Change the location at the top. Click OK back to previous screen. Your keyboard should be listed in the box now. Highlight it and click OK back to the desktop.

Try this, go to device manager, and uninstall the keyboard then reboot, see if this corrects the problem.
