XPS Gen2 XP reinstall Cannot use the re-install CD

Am attempting a reformat.   Cannot boot from the XP reinstallation CD because my computer cannot boot from CD.  The only remedy is an OEM hard disc driver download onto floppies.  I have no floppy drive.  Any suggestions?

Or try this At the Dell splash screen tap the F12 key to enter the boot menu. Once in the boot menu chose the option to boot from the onboard CDRom.

Why won't it boot from the CD?  If it fails to detect a CD, then you'll need to replace the drive to load Windows, or use an external USB CD drive.

Try this, at the Dell screen press F2 to enter "Setup". Under "Drives">SATA Operation> set to "Raid/ATA Autodetect" and Exit saving Settings.
