The Utility Partition is a small partition on your hard drive that contains diagnostics. As it is on the hard drive, your attempt to boot to it has nothing to do with the fact that you can no longer power on your computer - it is merely coincidence that it happened at the same time. If when you power it on you don't even get a Dell screen, you have a problem with some other device ... motherboard, video, memory, possibly a bad hard drive, etc.

What happens when you try to power it on?
