can not boot up to windows xp

Hi ,
My wife's dell 8100 will not boot up We get the message failure code gb_ ui support 1199 does anyone have any idea what could be wrong,could it be the hard drive?

Robert Moyer,

I doubt if your hard drive is failing.  The error message you are receiving appears to be related to a COM+ module.  Have you tried booting up in Safe Mode. (Press F8 about two times per second after Dell logo and before Windows starts).  Select Safe Mode.  If computer boots, use System Restore to restore XP to a time immediately before your error started.

it does nothing with the f8 key when I turn the machine on the dell logo shows then it goes to the hit f1 key to reboot or hit the f2 key for setup I can't seem to be able to do nothing I can't even try to reformat and reinstall windows xp i can't get to the a prompt,this as got me stumped, I have all green lights on the back of the computer,any Ideas??
