Click on Start | Run and type command and click on OK. You need to go to the directory where the file is located and do a REN command.

Is there a way to make the file extensions appear in the file name? On my old laptop, I could just change it from there. Why can't I do that on this computer?

What OS are you running? Open windows explorer. Click tools then folder options. Then click the view tab. Uncheck 'hide file extensions for known file types'. Click apply. Then click on 'like current folder' to set this for all folders.

Then you can right click and rename the file.

If that's not what you're looking for you'll need to make your question more clear. Hopefully you know what you're doing changing the extensions. Changing some extensions will make programs not work.
