Thank you for using the Dell Community Forum.

It is the ATI control center.  Go to Start > Run > and type msconfig click on the Startup tab and uncheck the ATI entry. It should look something like this ATI CATALYST Sys.... C:\PROGRA~1ATITE... Common Startup.

Restart the system to see if it comes back up.

I unchecked the ATI entry, and now the System Config utility runs on startup, Should I disable it, or can I repair the ATI entry. (I am also working on an Inspiron 6400 with XP)
