cmd box opens with 'Welcome to Microsoft Telnet Client' on startup

If you're referring to a command prompt similar to the one below, something is obviously causing it to auto run at startup.  You might want to run a check for malware with an updated version of Spybot.  Being as how standard recommendations are to disable it via Services, that would probably be one way of getting rid of it.
