"ctfmon.exe" is described by LIUtilities' WinTasks Process Library list as follows:

Handles Alternative User Input Text Processor (TIP) and the Microsoft Office Language Bar.It provides text input support for speech recognition, handwriting recognition, keyboard, translation, and other alternative user input technologies

From the same source, "devldr32.exe":

Runs solely on Windows 2000/XP.it seems to be crucial to the audio input, the Creative Mixer, the PlayCenter, and the AudioHQ application.

As you can see, they're apparently unrelated. You said that you have many other program errors as well. Did all these problems begin when something was installed, or the machine configuration was changed? Is there more detail available in the error logs that were created?

One kind of hardware problem that produce seemingly unrelated errors is memory errors. Was the memory configuration on the machine changed before all these errors began?

And what's the machine? :-)
