fonts not showing correctly

i reinstalled winxp  last month. when i visit some sites the letters are replaced with square boxes. and even english language sites have apostrophes ( ' ) turned into boxes so it's not just a language thing. i remember if you'd visited a site that needed a language pack, it would ask to DL it, but it's not asking... how do i manually do this?
