XP has reached End of Life and all XP installations should be considered at risk. Its pretty much a waste of time trying to diagnose broken Windows XP installations.
The most important thing is your data and I recommend using a Linux Live CD/USB to back up your data to an external hard drive see here for details:
Once you have your data backed up you should clean install Windows (preferably Windows 7 or Windows 8.1 and not Windows XP). Please state your model of Dell for advice.

Hello Paul,
Please help me understand if you are getting the error message while booting the computer to Windows or while re-installing Windows.
Try the suggestions mentioned in the article on How To Fix Hal.dll Errors in Windows 7 | PCSupport and check how it goes.

I have lost the windows xp installation cd and there is an error message when I startup the computer. the error message is \system32\hal.dll

You may borrow the Windows XP cd from a friend or neighbor and try the suggestions mentioned in the articles on How To Fix Missing Hal.dll Errors in Windows XP.
