Prefetch is on by default. Make sure SUPERFETCH is turned on in Services.
If you don't think it's running, check the following folder in the Registry (Regedit). The Prefetch and Superfetch items should both have a value of 3.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters
