The delay is most likely because some hardware device is either not responding or a device that is enabled in the BIOS (setup) is not installed on this PC. You can check the setup (Press F2). However, as this is a new PC it is best to call Dell Support, in case there is some type of hardware problem as Dell Support is the only place that can get it repaired under warranty.
