OK, found a solution.  I put the drive on the SATA0 connector temporarily and installed the OS.  I then let all of the XP-64 required updates be installed.  I did NOT use the copy of XP64SP2 which can be found on the Microsoft site and other locations.  For some reason this did not work.  After all the updates had taken place I also installed the non-required DOTNET updates. bringing the OS up to full DOTNET4 plus other security patches since DOTNET4.  This finally permitted me to install all the device drivers found on the Dell web site for this box. 

I then installed the recovery console and got both to boot correctly.  Then I moved the drive over to the SAS Host Bus Adapter and it booted correctly, but the recovery console crashed every time I tried to boot it.  Then, somewhere, I found a file constaining particular drivers for the SAS6i.  I got it from Dell, but it was very hard to find.  See

Scroll down the page and under XP cab files you will see tthe one named

ftp://ftp.dell.com/sysman/T7500-XP-A00-R261998.CAB 

This seems to contain all the necessary drivers and you can extract them with Winzip from the CAB file.  The most important can be found under the   T7500/XP/X64/SAS RAID/R193680.  In there you will find the device drivers needed when you strike F6 during the recovery console load time.  Particularly, look for LSI_SAS.CAT and the related INF files.  T

Now if I can just figure out how to permanently install the necessary driver files so that I don't have to use F6 and a floppy each time, I will really be happy.

BTW, This is a screaming machine with dual Xeon processors and 24 GB of RAM.

OK, well I answered my own question.  First, turn off ACHI in the BIOS for the SATA drives. Then attach the hard drive to a SATA connector (not one of the SAS HBA connectors).  Install the OS.  Then install the recovery console if you want it.  Next do all the required security updates from Microsoft.  Also, do the DOTNET non-required updates to get DOTNET4 and the security udates for 4.  That will allow you to finish installing all the device drivers downloaded from the T7500 drivers list. Then, move the drive over to a SAS HBA connector and it should boot. 

Note if you want the recovery console, you need the SAS drivers.  I have only been able to find them here

and download that.  Unpack it with winzip.  In the cab you will find T7500\XP\x64\sas raid\R193680 and in there are the drivers you need to load the Recovery console.

Now if I could just find a way to avoid having to hit F6 and supply those drivers on a floppy during the recovery process, I would be really happy.

OK, well I found this to fix the recovery console.

And it is very long and detailed, but IT WORKS.  I made the changes as it suggested by golly, the recovery console loads now.  Hope this helps someone else.
