transferring *.dbx files to a new computer

I am using Outlook Express and have gone from a Win98 computer to an XP Professional using the same mail program.  I had some saved material in a "*.dbx"  file and have tried to import it into the new program but have been unsuccessful.  I got the address book to import.  Is it possible to transfer the file data to the current Outlook Express?  If not, how can I read the data which I have saved on a CD?
