How do I add users to WMS free version

I am in the process of trying to migrate my Wyse from WDM to WMS. One of the things we are currently doing is creating {username}.ini files that allow some of our users to connect to Virtual PCs or Physical desktop PCs instead of Citrix environment. Is there a way in WMS to make it look for a {username}.ini file when a user logs in before using the policy assigned to the endpoint?

The reason I'm saying this is because we have the free version of WMS 3.3.1 and Server 2019 Essentials so a broker is out of the question too. I can't actually see another way to have users log in.
