We're deploying Wyse devices on mobile carts too, in a majot healthcare organization and have the same problem with roaming AP to AP. Did you ever find a solution to your problems? if so would you miond sharing it?

Check out the INI Reference guide in the knowledge base, there is an INI parameter for wireless roaming sensitivity:

Device=Wireless
[Mode={Infrastructure, AdHoc}]
[SSID=ssid Channel={1-14}]
[WepKey={None, 1-4}]
..................
[RoamSensitive={high, medium, low}]
